The Blairgowrie and Rattray Regeneration Company is run by a Board of Directors chaired by Colin Stewart.The Board meets monthly and at other times as necessary.
In addition there are four main subgroups made up of a combination of directors, ambassadors volunteers and some co-opted interested parties.

Allan Proctor: Managing Director of A. Proctor Group Ltd, Blairgowrie. Born and raised in Rattray, Blairgowrie. Large employer in the area and former Board member of Scottish Enterprise, Tayside.

Ian Gordon OBE, QPM, LL.B(Hons) - former Deputy Chief Constable of Tayside Police. Now Convener of the Standards Commission for Scotland, a Board Member of the Scottish Legal Complaints Commission and an Associate Professor in the Australian Graduate School of Policing at Charles Stuart University, Australia.

Blairgowrie & Rattray Regeneration Company Membership Scheme

Blairgowrie and Rattray has a long history, stretching back more than 800 years. More recently the town has enjoyed periods of great prosperity in the 19th and 20th centuries with the dramatic increase in population as mills were developed on the river. The 20th century also saw the development of the soft fruit industry, for which the town gained a reputation as the major centre.
But the mills ceased operation and competition from lower-labour cost economies has introduced sources of soft fruit at seasons outside our local harvest time. A reduction in the reliability of skiing at Glenshee has also caused a reduction in the volume of winter tourism while the trend towards foreign holidays has depleted the domestic tourism market.
Many local organisations are active in maintaining and improving the town, but as an additional resource, the Blairgowrie and Rattray Regeneration Company (BARRC) was established to work with these local groups to counteract the loss of traditional activity. The intention is to help to develop existing activities, to add weight to known aspirations which have proved difficult to achieve, and to look for new ways of improving the attractiveness of the town to its residents and visitors. This in turn should make a step-change in the town’s prosperity. BARRC is a non-profit making company; it is a registered charity no SC039702 and is headed by a Board of Directors who live locally and bring a range of skills and experience at a senior level in well-known organisations. BARRC is owned by its members who are drawn from the local community.

1. Interpretation
‘BARRC’ means Blairgowrie and Rattray Regenera-tion Company Limited as described above.
‘Members’ means persons or enterprises as defined in 3 below.
‘Scheme’ means the terms set out in this Membership document.

2. Aims of membership of BARRC:
• By joining BARRC, the members collectively express a participating interest in the development of projects within BARRC’s remit for the good of the town
• As far as possible, membership implies some degree of willingness to influence these projects;
• The members ensure that the activities in which BARRC is involved have support in the community;
• The Scheme provides a mechanism to ensure that all persons within its scope have the opportunity to become members, regardless of gender, ethnicity, cultural and social background.
Public membership is key in ensuring BARRC delivers the objectives supported by the communities of Blairgowrie and Rattray and surrounding areas

3. Who can become a member:
Any person who lives or works in Blairgowrie and Rattray, or has a particular and continuing interest in the welfare and development of the area.
Corporate membership is open to all enterprises operating in Blairgowrie and Rattray, whether based there or not.

6. Benefits of Membership:
Members have the following rights and privileges:
• They are provided with information on current developments through the Minutes of BARRC Board Meetings and by prior notification of events.
• They collectively influence the projects under-taken within BARRC’s remit for the regeneration of Blairgowrie and Rattray through attendance at meetings, comments on the Minutes and any other circulated material, and through personal contacts with Directors, teams working on pro-jects .
• They influence the application of funds generated within the BARRC programme.
• The Senior members have a vote at BARRC’s Annual General Meeting on the appointment or re-appointment of the Directors.
